Perfect timing. I am currently re-reading Charles Murray's FACING REALITY: Two Truths about Race in America. He wrote it in 2021 in the aftermath of the 2020 George Floyd "protests."
Mr Webb may forgetting the decisive factor when he tries to "...resolv[e] the current antagonism between anti-racists and the scientists whose findings undermine the popular modern notion of race as a social construct" and the "...equalitarian doctrine".
And that factor is ordinary people (the "laity"), who are to live together.

The "hop[e] to find a middle ground" lays in that, that european peoples (Westerners, a.k.a. 'white') will lay-to-rest the current burden/guilt of their historical racism (nazism, fascism, apartheid, 'Jim Crow'-laws/USA), and align themselves with the rest of the Peoples of the World.

That is: to view/regard race and ethnicity only as what it is: a visual denominator, like dress-codes, which may or may not characterise the individual, and its country and people.
The liberian people's Constitution of 1986 says:

Accusations of racism/being a racist (a.k.a. 'far-right') is a crime according to Defamation Law, because it is the highest degree of slander/dishonour and dehumanisation.

Let's suppose I have a brain damaged Father In Law requiring 24/7 care...
He has the same human rights as I do... But has he the same ability to independently act within those rights, if to be allowed to do so, would obviously be harmful to him and to society?
Local laws restrict him and add responsibility onto others to act and to permit his actions in his place...
This too is not covered explicitly within the human rights declaration...
The UN has clearly degraded over the decades whereas, like the US constitution most of the original pronouncements were allied to a belief that often, "common laws" that existed were also backed not by political arguments but by common sense...
