Governments feel the need to 'be seen to be doing something', hence the ludicrous mask regulations during COVID, or the Dangerous Dogs Act are both examples of knee jerk reactions to a perceived crisis.
Nice to know that people were prepared to 'call out' the government of the day, even back during WW1, after suffering "the infernal barrage'!
